Preheat oven to 375 degrees F and grease and line a large baking tray.
In a large bowl, combine the flour, oats, sugar, baking powder and salt. Sift together.
Add the butter in either small cubes grated. Using either your fingers or a pastry cutter, mix the butter into the flour mixture. You will have fine bread crumb texture.
Whisk the egg and milk together in a small bowl. Add to the flour mixture and stir until it is combined. You will have quite a sticky dough texture. Add the raisins and stir to combine.
Spoon the dough onto the tray in 10 even mounds. Bake for 12-15 minutes. Remove from oven and transfer to a wire rack to cool. I love them straight out of the oven with butter. But they are still great served later on. These will only keep for up to 2 days in an airtight container.
