Cook pasta in boiling water according to package instructions. Drain and set aside.
While the pasta is cooking, make the sauce. In a large skillet set over medium heat, add the butter until it sizzles, about one minute. Add the minced garlic and give a really good stir. It will become fragrant quite quickly, about one minute. Add the flour and stir quickly to form a paste.
Gradually, start pouring in the chicken broth. Whisk a you pour to ensure there are no lumps. After you have incorporated all of the chicken broth, start pouring in the heavy cream. Again, whisk as you pour to ensure an even sauce. This entire process should only take about 2 - 3 minutes.
Add the cooked tagliatelle, salt, cheese and parsley. Stir really well to incorporate. Serve fresh with extra parmesan and parsley if desired.
